The JJ Act empowers the State Government to recognize one or more of its institutions or voluntary organizations
in each district as SAA in such manner, as may be prescribed,for the placement of orphaned, abandoned or
surrendered children for adoption in accordance with the provisions of various guidelines for adoption issued
from time to time, by the State Government,or the Central Adoption Resource Authority(CARA) & notified by the
Central Government. All SAA's shall be registered under Section 34 of the Juvenile Justice(Care & Protection of
Children) Act 2000 (as amended in 2006) as well as the Societies Registration Act,1860 & shall adhere to the
guidelines or rules laid down by the State Government/Central Government governing in-country/inter-country
adoption from time to time. The SAA shall function within the ambit of law & comply with all relevant
legislations, rules & guidelines.
